BRAKE PEDAL DOES NOT RAISE AFTER APPLY, BRAKES REMAIN APPLIED OR BRAKE LIGHTS ON. DISCOVERED WHILE DRIVING. VEHICLE FELT SLUGGISH. I AM ABLE TO PULL THE BRAKE PEDAL UP BY HAND WHEN VEHICLE IS PARKED.
