WHEN APPLYING CAR BRAKE PEDAL, THE BRAKES LIGHTS WILL NOT ILLUMINATE. IF I TURN ON CAR HEAD LIGHTS THE BRAKE LIGHTS ILLUMINATE. BUT IF THE HEAD LIGHTS ARE OFF THEY DON'T WORK.
