DRIVER PROCEEDED TO STOP THE VEHICLE IN TRAFFIC AND THE BRAKES FAILED AND DID NOT ENGAGE. THE VEHICLE DID NOT COME TO A STOP AND HIT THE CAR IN FRONT OF IT.
