Consequence: THE DRIVER COULD ERRONEOUSLY THINK THAT THE SCHOOL BUS STOP ARM IS DEPLOYED WHILE THE FIRST SET OF 4 RED LIGHTS ARE ACTIVATED. THIS CONDITION INCREASES RISK OF INJURY TO PEDESTRIANS.
