2024 HARLEY-DAVIDSON FXBBS Engine Problems

I have 2 problems that I believe are situations that could be considered safety problems, I purchased my motorcycle in November of 2024, new, from the Harley Davidson dealership in Orlando FL. and since that time I have had the bike in the shop 5 times. The problems are that the rear brakes are not working correctly it takes a tremendous amount of pressure before they will begin to slow the bike down, I was told that this is normal and that the brakes should only be 30% effective, I have that in writing from the dealership, the second problem is that the engine idle is very erratic and the bike has stalled several times while sitting at a red light, and after sitting at a red light or a stop sign for any amount of time the throttle response is very sluggish.
