THE FUEL RETURN LINE HAS A MECHANICAL BLEED VALVE WHICH WAS NOT INSTALLED AT THE PROPER TORQUE.
Consequence: A FUEL LEAK CAN OCCUR AT THE VALVE, POSSIBLY RESULTING IN A FIRE.
