CONSUMER STATES WHEN IT RAINS THEIR WINDSHIELD WIPES INTERMITTENLY, AND ONLY WHEN THE ENGINE IS COLD. THIS PREVENTS THEM FROM CLEARLY SEEING THE ROAD WHEN IT IS RAINING.
