UNDER MODERATE BRAKING, SYSTEM FAILED TO PROVIDE ADEQUATE STOPPING POWER, ABS WOULD NOT ENGAGE EVEN THOUGH THE BRAKE PEDAL WAS DEPRESSED TO THE FLOOR. INCIDENT HAPPENED WHILE APPROACHING A STOP LIGHT, TRUCK WAS NOT EVEN CARRYING A LOAD. *AK
