CAN'T SAFELY INSTALL A CAR SEAT BECAUSE THE SAFETY BELTS DO NOT PROPERLY RETRACT. THEREFORE THE CAR SEAT IS NOT STABLE. THE VEHICLE WAS STATIONARY.
