TL* THE CONTACT OWNS A 2009 CHEVROLET COBALT. WHILE DRIVING OUT OF A PARKING LOT AND TURNING INTO TRAFFIC, THE STEERING WHEEL SEIZED WITHOUT WARNING. THE VEHICLE WAS DRIVEN BACK TO THE CONTACT'S RESIDENCE. THE DEALER WAS NOT CONTACTED FOR DIAGNOSTIC TESTING OR REPAIRS. THE MANUFACTURER WAS NOT NOTIFIED. THE FAILURE MILEAGE WAS 103,000.
