CLOCK SPRING IN STEERING COLUMN IS BAD. HORN DOES NOT WORK. DRIVER'S SIDE AIR BAG MAY BE INOPERABLE. CONDITION EXISTS WHEN VEHICLE IS STATIONARY WITH IGNITION OFF AND WHILE IT IS IN MOTION.
