Defect: VEHICLE DESCRIPTION: CERTAIN PASSENGER VANS FAIL TO COMPLY WITH THE REQUIREMENTS OF FMVSS NO. 208, "OCCUPANT CRASH PROTECTION." PERIMETER SEATING WAS INSTALLED WITHOUT SEAT BELTS IN VEHICLES WITH GROSS VEHICLE WEIGHTS UNDER 10,000 LBS.

Consequence: IN THE EVENT OF A CRASH, THE SEAT OCCUPANT MAY NOT BE PROPERLY RESTRAINED, INCREASING THE RISK OF INJURY.
